The HIX Completionist Challenge

This challenge took me many many hours to write but I think it accomplishes the goal of trying everything in ts3 from all the expansions! I've included rainbowcy rules because I have a certain fondness for that challenge. You can also incorporate random legacy rules for more fun challenge!
