I was wondering if anyone could help me find (or convert/retexture if there's nothing similar around) a hairstyle (either for all ages or teen and older) and an outfit (for teen female) as close as possible to the ones in the pictures below (of the character Riful from the manga and anime Claymore, who I want to make a character sim of).

I'm looking for (ideally) a full- on "Uncle Sam" style suit for a male; that's jacket, pants, and top-hat, from a reliable clothing site. He looks like this:
