Have you tried leaving around objects that get them to socialise? It might seem silly, but it really works. In both my most played households they have a games console and sometimes I randomly find two or three members of the family playing. Or if I get a sim or two to play darts sometimes someone else comes to play. Anything like that works, like a shuffle board or foosball table. Or even better hot tubs, if your sims can afford it. Even stereos. Sometimes when my sims are doing something else in a room a stereo is in, another member of the family comes over to bug them to dance together. Or Gnubb games, those are good for getting sims together.
My sims are close knit families, so I encourage them to socialise. There are plenty of things around to get them to do that. These usually work for me.
